Certified Access Specialist (CASp) Consultation
Senate Bill 1608 requires public agencies to either employ or retain at least one Certified Access Specialist (CASp) to provide consultation to the agency, permit applicants, and the general public regarding compliance with state construction-related accessibility standards. To help agencies comply with this legislation, Coastland offers Certified Access Specialists who have been tested and certified by the State as experts in the provisions of current accessibility requirements. Our Certified Access Specialists are qualified to review plans for conformance with the latest accessibility standards and codes, conduct ADA field investigations, provide CASp inspection reports and other CASp consultation services. We can provide these services on an as-needed basis under an on-call contract, either as requested by an applicant or as deemed necessary for any particular project.
ADA Self-Evaluation & Transition Plans
To help our clients avoid liability risks and funding restrictions and to promote equality of opportunity for persons with disabilities, Coastland has prepared ADA surveys and Transition Plans for numerous Northern California cities. This has included a detailed inspection of all city-owned and publicly accessed facilities and roadways for compliance with Title 24 and ADA Guidelines. The Plan contains a prioritization methodology, a prioritized line-item list of improvements, an implementation plan and cost estimates. Coastland often performs design and inspection services to help implement the Plan’s recommendations.
Annual Sidewalk Replacement Programs
Our hands-on professional experience as contract City Engineers has involved developing and implementing annual sidewalk replacement programs. Each year, Coastland evaluates the sidewalk inventory and surveys damaged and non-compliant sidewalks. Following this investigation, we develop a list of recommendations based on available funds. Coastland fully administers these programs, including obtaining CDBG monies for the implementation of the program, and performing design and inspection for the replacement of city-wide sidewalks and curb ramps.
