Coastland continues to grow to keep pace with the needs of our clients and communities.  The following is an introduction to the people hired recently.

Adam Felix

Construction Inspector

Adam Felix has worked at increasingly more responsible positions in his 17 years in the construction industry. He has managed a wide variety of public works and private construction projects, including roadway, sewer, water, storm drain, subdivisions, and wineries.  His responsibilities have included supervising work crews, setting project schedules, maintaining budgets, ordering materials, managing subcontractors, and job estimating.  Adam’s first assignment at Coastland is the 2017 Pavement Preservation Program Full Depth Reclamation and Chip Seal Project for Sonoma County Transportation and Public Works. 

Steven Van Saun

Associate Engineer

Steven Van Saun recently joined our Santa Rosa office as an Associate Engineer.  He is a Licensed Professional Engineer specializing in hydrology, hydraulics, environmental permitting, dam safety, roadway design, stormwater management, roadway drainage, and soil erosion and sediment control measures.  Steve brings over 9 years of experience in the industry and has experience with a wide variety of public improvement projects, including highway interchanges, bridge reconstruction and replacement, roadway intersections, pedestrian safety enhancements, and storm drainage and sanitary sewer improvements.  Steve’s background also includes private and commercial land development and land surveying. 

Jeff Peterson

Construction Inspector

Jeff Peterson recently joined Coastland’s Construction Management Department in Auburn.   His experience encompasses bridges, interchanges, road reconstruction, subdivisions and more. Jeff has over 30 years of experience in the construction industry.  His experience as a contractor provides him with a strong knowledge of construction techniques and a keen understanding of the importance of meeting project specifications.
His first assignments at Coastland include various projects for the cities of Colfax, Lincoln and Wheatland.

Alfred Lee

Construction Manager

Alfred Lee received his Bachelor’s degree in Construction Management from California Polytechnic State University and brings over five years of experience in the construction industry.  His expertise includes submittal and schedule review, materials procurement, field problem resolution, permitting and general contract administration for a variety of projects. He recently joined Coastland's Santa Rosa office and serves clients throughout the North and East Bay areas.

Prior to joining Coastland Alfred served as Project Manager for Suarez & Munoz Construction where he worked on numerous infrastructure projects throughout the Bay Area.

Mark Flatter

Senior Building Inspector / Plans Examiner

Mark has over 37 years of experience in the construction industry with 5 years in construction, 9 years working for an architectural and engineering firm, and over 23 years as an inspector and plans examiner.  He has certifications as Building Official, Plans Examiner, and Access Specialist (CASp), as well as other inspection certifications.  Mark has performed all building department functions including complete plan review, all phases of field inspection and inter-department coordination.  He also is a California Licensed Contractor and has designed, coordinated and managed projects when working with the architectural firm.

Mark has devoted his career to working with Code authors, Building Officials, government agency representatives, code consultants, design professionals and contractors to achieve code understanding, compliance, public safety and positive outcomes through clear communications and education.  Working in all three sectors of the building industry, Mark understands the viewpoints of construction, design and code compliance. 

Prior to joining Coastland he served as Building Official of the Town of Corte Madera.  His background also includes assignments at the Town of Paradise, City of Grass Valley and Sierra County.



Clay Dawley

Senior Building Inspector

Mr. Clay Dawley recently joined our Auburn office and brings over 34 years of experience in the building industry.  He is a Certified Building Inspector with experience in residential, commercial and industrial structures in varying stages of construction, alteration or repair.

Clay has a demonstrated ability to communicate effectively with architects, engineers, contractors, builders and the general public to explain and interpret applicable codes and ordinances and ensure compliance.  Inspections include plumbing, mechanical, framework, concrete, masonry work.

Most recently, he was Building Official for the City of Willows.  Other assignments throughout his career include providing building services to the cities of Colusa, Sunnyvale, Williams, Yuba City, and Glenn County.


Lorenzo Hernandez

Junior Engineer

Lorenzo is a Junior Engineer with over three years of experience in the engineering field. He graduated with a Bachelor of Science degree in Civil Engineering.  He recently joined Coastland's Auburn office to perform engineering design support, plan review and project assistance for various clients including Colfax and Wheatland.

Prior to joining Coastland, Lorenzo was an engineering intern with the City of Woodland.  His responsibilities included evaluating pavement conditions and designing construction plans for rehabilitated roads.  He also inspected curb ramps and gathered data to ensure they met current ADA standards.  Lorenzo’s experience also includes supporting the bid process of construction projects and preparing ATP program grant applicants for Sacramento Area Council of Governments (SACOG). 

Carol Stenlund

Permit Technican II

Carol is a certified Permit Technician with over 10 years of experience in the building industry.    Her background includes customer service and counter support for building departments, including permit processing and tracking.   At Coastland she uses her knowledge of building codes and polices to perform a variety of administrative functions for our ongoing municipal clients. 

Prior to joining Coastland, Carol served as Permit Technician for the County of Sonoma Permit and Resource Department (PRMD).   She provided customer service to help process all types of development permits and was actively involved in the development and deployment of the Accela permit tracking software.

Coastland is excited to develop our Building Department with the hire of a highly experienced Permit Technician with excellent customer service skills.
