John has guided the company through its most complex and diverse projects since its inception in 1991. As founder and CEO of Coastland, John formed the company to provide creative, reliable and economic solutions to public agencies. As CEO, John oversees all company operations and long term planning. He has over 30 years of both private and public works experience including overseeing contract City Engineering services for 18 municipalities. In addition to his municipal engineering experience, John is very experienced in the design and construction of transportation, drainage, sewer, water and flood control facilities, as well as public finance.

Travis Williams

On August 1st, 2023, Travis was appointed to President of the company. Travis oversees all Construction Management activities at Coastland’s office in Auburn.  He is experienced on a wide range of municipal projects, including water, sewer, interchange, bridge, and roadway improvements.  Not only is Travis highly credentialed and registered as a Professional Engineer, but he also offers hands-on experience in the construction industry.  This combination provides our clients with practical knowledge on any type of capital project.  On all his projects Travis connects with the community and demonstrates his sensitivity to public needs, environmental requirements, and government requirements.  Additionally, he has direct experience coordinating with Caltrans and administering State and Federal agreements for the clients we serve.

Paul W. Wade, PE

As Chief Operating Officer, Paul directs all tactical decisions at the company. He has over 28 years of experience providing a broad range of professional engineering services to Northern California municipalities. With an in-depth understanding of the important issues facing public agencies, Paul offers his familiarity with municipal engineering, development review, the Subdivision Map Act, State public contract laws, CEQA, and State and Federal regulatory agencies to the cities and towns he has served. As project manager he has been involved in the design and construction of such diverse projects as community parks; road improvements; drainage, water and wastewater facilities; and public buildings.

Erik Strom

Chief Financial Officer
Education: B.S., Accounting/Finance, The Master’s University

Erik has dedicated his career to accounting and finance for over 28 years.  As Chief Financial Officer, he manages all financial and accounting activities and assists in making economic decisions about the company’s future.  His responsibilities include assisting project managers in budget preparation and analysis, managing accounting records, producing financial and tax reports, formulating corporate budgets and being involved in all other financial aspects of the company.  He has extensive experience in financial analysis and reporting and is very knowledgeable of all the tax laws and corporate business regulations that affect the company.

Heidi Utterback, PE

Engineering Design Manager

As manager of Coastland’s civil design group, Heidi is responsible for project management, design, client coordination and project budgets. She has over 29 years of experience designing and managing public works projects. Her design experience includes roadway overlay and reconstruction projects, sidewalk and ADA ramp improvements, storm drain systems, grading plans, water distribution systems, wastewater collection systems and all associated calculations. Heidi’s background also includes plan check and assessment district engineering. She has managed numerous projects requiring close coordination with Caltrans, Regional Water Quality Control Boards, Corps of Engineers, California Department of Fish and Wildlife, Department of Boating and Waterways and the FAA.

Mike Janet

Construction Services Manager
Registration: CESSWI, SWPPP Certification, Public Contract Code

Mike oversees the company’s construction management department. He has over 21 years of experience as a construction manager, project manager and project engineer on a number of capital improvement projects. His experience includes schedule review, field problem resolution, bid solicitation and general contract administration. He has strong skills in managing diverse projects and coordinating with all project stakeholders. Mike has managed the construction of more than 50 roadway and utility improvement projects for public agencies, including many federally funded projects requiring close coordination with Caltrans.

Sal leads Coastland’s Building Division and oversees the firm’s building plan check and inspection services. He has more than 24 years of experience providing plan review, project management, administration, and on-site engineering support to dozens of municipalities and private sector clients throughout Northern California.

Dane oversees all operations at Coastland’s office in Auburn.  He has focused his career on design and construction of public works projects for over 28 years.  He also has extensive experience in development review, construction management, project administration, and consultant/client management.  As contract City Engineer, his duties have included CIP management, plan/map check, development review, jurisdictional coordination, council presentations and public involvement.
