Project Description

As part of the project management services provided to the City of Fairfield, Coastland | DCCM worked with the City and GHD to prepare and submit a competitive grant application seeking $10.9 million in construction funding for the West Texas Complete Streets Project. The application was submitted under the Active Transportation Program (ATP) for the implementation of infrastructure related elements to the Heart of Fairfield plan, including a road-diet and other street improvements between Beck and Pennsylvania.

The City was awarded the full $10.9 million for this project under Cycle 5 of the Active Transportation Program (ATP). The ATP program is extremely competitive. The California Transportation Commission (CTC) received 454 project applications. Fairfield’s award is believed to be the largest ATP award in the County’s history.

The award of these funds, when combined with local matching funds, will provide for the installation of all the proposed street improvements between Beck Avenue and Pennsylvania Avenue in a single phase. These improvements are seen as key to the implementation of the Heart of Fairfield Specific Plan and catalyzing private investment in the Plan area.
